New MotorGuide VariMAX trolling motor does not run

Set up new VariMAX trolling motor. No power to the motor. No indicator lights. Manual's step 1 under battery connection states: Install a 50-amp circut breaker (not included) in line with the positive lead. Is this breaker required to run the motor? Or could it be something else? thank you

The motor should work without the circuit breaker for a test. The breaker is a safety device to protect the motor and wires if something malfunctions.
