These type of phone doesn't usually download the pictures to its memory.
The pictures are stored by your service provider on their server.

Ex: for Bell mobility: http://mypictures.bell.ca
You would login there then save the pics to your PC.

I assume bell is your old ISP, and primus is your new ISP.
Also i assume your wireless modem is not provided by bell.

If you are getting the login page of your old ISP (bell) it seems your bell LAN cable is still connected to your modem. If you are 100% that only primus is the only connected to your modem.
Try to run disk cleanup and remove all the temporary files in your computer.

Your profile is corrupted . The easiest way to fix that is to reinstall Windows using the recovery cd that came with the notebook. If you have files that you can't lose then, before reinstalling, login as Administrator and copy all your files to an external memory stick.
How to login as Admin:
XP = press CTRL + ALT + DEL twice at the Welcome Screen and input your Administrator password (not your user one) in the classic logon window that appears.

Is the modem also a router?
You need to login to the IP address of your device... if the modem is only a modem, try going to your own IP address.

http://whatismyip.com will help you find it. This may bring you into the settings of the modem. If it is a router as well, then you will need to go to your default gateway's IP address.

Go to start, then run.
Type cmd, then click ok.
type 'ipconfig' and hit enter. Look for your Default Gateway
type that ip into your browser (IE/Firefox/whatever) and login
adjust the MTU to recommended settings. If its at 1500, try 1364 of 1492

Maybe try pressing the reset button on the back of the router. It'll reset everything but at least you'll be able to get into your router
