My Toshiba MW27FN1R TV recently developed about an inch long area at the top of the screen of close together white horizontal lines. I'm wondering what this could be and how expensive of a problem it is to fix. This TV was made in July 2003 years old. Thanks for any help!

All Plasma and LCD TV have boards that control vertical and horizontal output to their respective areas. They are connected to the screen by ribbon cables. If one of these boards fails all together, has a failed chip, a bad connection, or a bad ground somewhere it will result in a black line in the area of that board. A bad ribbon cable connection on the bottom will result in a vertical black bar though the screen. Many times resetting the connection will fix it, if the ribbon cable has been nicked there could be a severed connection. They an sometimes be fixed, but it is a pain. An yes I have done it, but the bar is gone. The same will happen if the chip that outputs to that area opens. The connectors are the first place to look paying close attention to the cable, they are extremely delicate so great care must be taken . Good luck in solving the problem....
You have some bad grounds on the Vertical IC. In addition to this, in the immediate area of this Vertical IC, are a few bad capacitors. Look for this IC mounted on a large heatsink. It may have seven pins . I cannot remember for sure. I have not worked on this particular TV, so I cannot give you specific locations. But I assure the problem is in this area! If you have some electrical experience you can pull this board out. In this case only the caps need replaced and the IC resoldered. Good Luck and thank you for asking. You have a problem in the vertical output circuit. Check for bad capacitors around the vertical output IC. The value of these caps are marked on the side of them. Thanks for using fixya. Please take a moment and rate this responce.
You Probably have some failing Electrolytic Capacitors in the Vertical circuit. it will only get worse and can cause the circuit to fail
all together if not fixed. Unless you are Electronically Savvy and know you way around TV circuits do not attempt to repair. Call a professional.
Hi I had the same problem. Broken white lines across the top of the screen. This is called overscan. You need to go into the Setup menu, other settings. 16:9 overscan needs to be on. Hope this helps.It solved our problem.

You may have a memory problem with the display which can only be repaired by factory trained technicians, or a brave soul willing to find parts on ebay.
Those lines sound like "retrace lines" and several things can cause them. The most common are shorts inside the picture tube and shorted semiconductors in the video driver circuits. They can also be seen if the blue screen voltage is too high or if someone has tampered with the screen voltage control.
