I get a strip of fine lines along the top of the screen. Not all the time but most of the time. I was in a restaurant the other day and the tv there had exactly the same problem.
What you are experiencing is called “vertical fold-over” the vertical size of the picture is too big on the top and is folding over, causing retrace lines to show on the screen. The reason why it comes and goes is because it is caused by a leaky cap in the vertical circuit.
Replacing this capacitor will fix the problem, finding it is another.
