I've had the same problem with my ip4000, but the solution was to get a new print head. They can be quite costly, so I recommend the following:
1. Contact Cannon support and see if you can get them to send you a replacement. They sent me one free of charge, and didn't need an RMA for the old one, so it was hassle free.
2. You can always try to aggressively clean the head yourself by removing it and following some of the "home brew" procedures others have tried. However, you can damage the head further this way and it's only a last resort. Warm distilled water and a syringe was used by one person. When I tried this, it did not work at all, and I called Canon for the replacement anyway.

May be the problem with laser drive and out of toner. When it happen, shake toner cartridge and replace it. The white strip disappear or not. Please reconfirm. Thanks.

Yes. That is the encoder strip.
Gently connect the strip on either end behind the carriage rod. The strip has an "L" on one side and a dot on the other. Be sure you put the "L"
side on the left. There is a small **** behind
the printer head that you must slide the encoder strip through before
attaching.
After connecting, if the strip needs cleaning, moisten a clean cloth or tissue with water, then gently grasp the strip between
the thumb and forefinger, and carefully pull the moistened cloth along the
entire length of the strip in a right-to-left direction. Repeat this step with a
different portion of the cloth to ensure that all foreign matter is removed.
Allow the encoder strip to dry, or gently dry the encoder strip with a
clean, dry cloth or tissue. Position the cradle near the center, and then plug the power cord in the printer. Close the top cover to allow the print cartridge cradle to move bac.
