Check fuse in plug. If that's OK buy a replacement adapter. Cheap on eBay!

After you have verified that the solder is good around the DC Jack >>>>

Check MOSFET (Anachip 4407 or Fairchild 4435) near DC JACK
[replace the pair PNP/NPN]

Hve u tried a differnt adaptor , the adaptor might be blown too ,try replacing the adaptor , also check for the power cord if it has any kinks in it which may be interrupting the power supply , since the adaptor 18.5 v 3.5 a is the most common of all hp adaptors u should find one to try .

it doesn't matter if its + or - , make sure the pc runs on 19 volts and that the AC adapter does also, look underneath the laptop to find out if it does run on 19 volts but make sure the power jack fits the socket o the laptop before plugging it in to the mains

Look at adapter, see what output is supposed to be- maybe 12 volts DC? Find a multimeter that will measure DC voltage, and see if the output plug has that across the connector. If you have an ordinary power cord without an adapter, it will have 120 volts AC like any other cord, which you can also measure on AC scale, but be careful as you can get a dangerous shock, just like you can from an ordinary household outlet.
Note: AC voltage may vary by country.

Use multimeter to check output of AC Adapter. If no DC output at required voltage you should replace adapter; available after market units sell for $10 to $15 delivered.

An AC adapter should output DC. The device should say next to the power plug what voltage input it requires. Also, check the AC adapter, it may say something like "Input 110-120VAC Output 9VDC".

How do I get my computer to recognized my new ac power adapter?

The computer doesn't need any drivers to recognize an AC Adapter. If you have purchased the correct AC Adapter for your laptop then it should just work when you plug it in. If it does not then my guess is either you have received a faulty AC Adapter or the DC Jack which you plug into in the back of the laptop is bad.
I am assuming your battery is dead and when you plug it in and turn it on nothing happens?
You can also try taking the battery out and try to power it on with the AC Adapter plugged in.

The Dell Latitude D610 takes a PA-10 or PA12 AC Adapter. It's 65W or 90W

For 90 watt Adapter the output voltage on your AC Adapter label should read 19.5V and 4.62A
At least that's what the Dell brand reads so it should be close to that.

AC adapter? Test the output voltage.

Use a multimeter.
Stores like Radio Shack, Walmart, and auto parts stores, for a few examples have cheap one's you can buy.
About $12.

Set the multimeter knob to DC volts, and the 0 to 50 Volts scale.

The middle hole of the AC adapter plug is the Positive connection. This is where the Red lead goes.

The outer shield of the plug is the Negative connection. This is where the Black lead goes.

Look on the AC adapter for the OUTPUT VOLTAGE
(Not shouting)

Example:
I'm looking at an AC adapter for an IBM Thinkpad 370, right now.

INPUT: 100V 50-60Hz 130A
OUTPUT: 18V ~~~3.36A

The Output voltage is 18 Volts
The Output Voltage of your AC adapter should be close to this.

Use Sony ICF-C1IPMK2 in Europe

A transformer type (Linear Mode Power Supply) AC to DC power adapter with a 9.V nominal output, measures about 12.V without load when tested with a multimeter. A power adapter with a nominal output of 7.5 V, measures a little over 9.V. Considering a number of people across different forums reported the adapter's measured power output as 12.V, I think the nominal rating of the AC to DC adapter should be 9.V. However, keep away from Switch Mode Power Supplies.
