Try recalibrating the touch screen. Devices with touch screens need to be recalibrated in order to respond properly. The greater the use, the more often recalibration is necessary. I recalibrate my phone once a week. I hope this helps.

You can do a soft reset by pressing the small indented button on the back with your stylus,: or you can do a hard reset by removing the battery and pressing the same button on the rear with your stylus. I would try the soft reset first, as the hard reset wipes all your data.
I heard this happens after updating the Treo 650 with the new version 1.17. Is this your case? If so just remove the new update...

Performing a soft reset A soft reset is similar to restarting a computer. If your Treo is not responding or
you have trouble synchronizing with your computer, a soft reset may help.
1. Press the Battery Door Release button and slide the battery door downward
to remove it from your Treo.
2. Use the stylus tip to gently press the reset button on the back of your Treo.
