We live in a disposable society. In the old days, you could take small appliances to a repair shop and have them serviced. Today there are too many different devices from too many sources to adequately maintain and stock parts for any kind of repair shop. Also, most devices are so mass-produced that they would cost more to repair (labor cost) than the device is worth. unless the damage is obvious and can be repaired easily, you are best to just write it off and buy another.
Thank you for using FixYa. Is the cord cut near the iron end or the outlet end? could the cord be shortened? A new cord can be purchased at most reasonable hardware stores and with a little care and attention can be replaced yourself.
In replacing the cord, you have to remove the screw that holds the back cover and unscrew the damaged cord from the heater terminal. Insert the new cord on the rubber insulator and screw it to the heater terminal.

The dog can be fixed, too: (I couldn't resist typing that) Wipe some "training spray (pet shop or WalMart $5)" (harmless to dog & environment) onto the new cord (NOT ON THE DOG) to train the dog to leave it alone.
