This is one of those things that I regret to say but the only way to repair this would be to order a new Flex cable. the flex cable is a small flat ribbon cable that connects the bottom half with the top half. It would be easer to replace the entire thing instead of just the ribbon cable

If the screens don't come on or the top screen flashes white right after the power is turned on, the wires connecting the top screen to the bottom have broken or worn down. You would have to take the case apart and splice in new wire to repair it.
Last DS I had that did this was fried and I binned it. I tried all sorts of motherboard repairs but it just didn't affect anything. If it's that new just send it back for replacement.
If your booting to a GBA game, there us a setting in the machine BIOS to tells it to use the top or bottom screen. You can access it by taking out the games and booting the unit.
If your booting a DS game, it should display on both. If not, it is possible a wire has come loose on the display (or the screen went bad).
You can try and check for the wire yourself or take it to a repair shop. If you bought it recently call Nintendo.
The screen connecting cable has either dislodged from the port on the motherboard in the lower part of the DS or the screen has blown and needs to be replaced.
You can buy a triwing screwdriver (and screens) on the likes of eBay to use to open the lower casing to see if the cable is loose.
The port is in the top left hand corner as you look at the side with the touch screen facing you.
If you're not sure about doing a repair try bringing it to a local repair shop as it is a relatively cheap repair (around €30).
You must take your DS to a repair technician to fix it as it would be many things causing the flash on/off cycle.
If you know how to repair electronic devices then check damaged top screen, loosen L2, or blown F1 and/or F2. Or maybe water damage is your problem.
If you see lines on either screen of your Nintendo DS Lite during game
play, then it is likely one or more of the components that create
the image on the screen are damaged. This can occur if there has
been an impact -- such as being dropped or hit -- to the Nintendo
DS Lite's screens. Phone 1-800-255-3700 to discuss available repair options and they will be grateful to assist you at any time of need.Important Note: If you are seeing lines on the
screen that slowly fade away after turning off the system, this
is normal.
