Check the air cleaner first before making any carb adjustments. If under load it isn't getting enough air it will choke down. If the mower is low on oil it will die under load to protect itself from blowing up. Remove the air cleaner and look in the carb to see if the choke is opening and closing properly when you operate the cable. There is a linkage that often vibrates loose and it may not be connected. As you an see there are multiple things that can be causing this problem. Try one at a time to see if you can get it to run properly.
If it won't run without choke, then it's not getting enough fuel. You probably either have a clogged jet in the carb, or you have an air leak somewhere that's allowing air to dilute the air/fuel mixture.
Unless a gasket suddenly died, fell apart, and left a gaping hole, a sudden failure like that is probably a clogged jet.
I'd clean out the bowl on the carb and hose the jets out really good with carb cleaner. If you have it, hit the jets up with some compressed air, too. While you're in there, make sure the float isn't sticking and the fuel flow is good.
Sounds like when it ran out of fuel it sucked up some dirt at the bottom of the tank.you will have too take carb off and clean it out and make sure float is not stuck.I hope this helps.
You need to completely drain and refill the gas - the gas you have is stale and doesn't have enough power to run the bike.
The battery needs to be fully charged - not just jump started. It wouldn't hurt to do an oil and filter change as well as a air filter and plug change.
Sounds a lot like fouled fuel jets in your carb; you may have a little work to do.
If the jets do not allow sufficient fuel to pass, using the choke can 'cheat' the carburetor by restricting the flow of air and restoring the fuel-air ratio.
You can't ignore this problem since the 'cheated' condition does not let the engine develop the power for which it was designed.
A call to Elliott Small Engine solved my problem - Oil Guard. I had checked the oil and it was just a little low but seemed well within the normal range. I was told to add more, bringing it just over the Full mark. It seems that the low oil protection system is very sensitive and shuts down the engine even when the oil is withing 1/8" of the mark. I added about 2-3 oz of oil and no more problems
