I had the same problem. Found the drivers on http://www.csd.toshiba.com/cgi-bin/tais/support/jsp/home.jsp. Go to downloads on that page and follow the steps to select the model of your laptop and download your necessary drivers.

If you know the current password, use it to enter BIOS SETUP.
Then, type a "blank" ("space-bar") as the "new" password.
If you don't know the current password, you're stuck;
this is a "security" feature to prevent a stolen laptop from being used by the thief.

It cannot be removed using software.
To remove the password you will have to remove the CMOS battery located on the lower side of the motherboard.
To access the battery the computer must be disassembled completely.

remove the power cable, batter and the cmos battery from the computer, wait a couple of minutes and reassemble. The bios with the password will be reset.

To reset BIOS take the battery out, if that does not work you will have to reset jumper J1.
In case none of the both worked to reset BIOS you can use thrid party software from Hiren's Boot CD to reset the password. You've got Kill CMOS on there, for example which wipes out CMOS. Here's the download link to the entire CD: http://www.hirensbootcd.org/download/Hirens.BootCD.12.0.zip
