Sandisk ultra USB 3.0 32GB write protected can't partition/format do anything with it tried all possible stuff

Try this, It might work:
i) Try to put Pen Drive or USB in usb port and insert an Windows XP CD and try restarting start and i think u the know procedure of formating Window XP or reload OS(let me say that i'm not formating or reloading OS on ur system, there is small procedure over there after that u can use system normally....)
ii) when u reach a blue screen that show all the partitions of ur system (like C: D: E: ....), observe it will also show ur usb partition(mention memory....) separately,,, try to use this option :
Delete Partition by pressing D(usb partition being highlighted...) and then follow instruction .....and now u will see that there is no partition letter(such as D, E , F) assinged to ur usb
Now Create an partition on that by pressing C ... this will create an partition and it will retain or give name or lettering to it(such as D, E, F)
after this donot continue format the system, just exit from by pressing ESC button .... and ur system will start normally, ...observer usb now u will be able format.... from now..

No? - Then in Windows 7 - Go to Start and check your User Account icon. Are logged in as an Administrator? Guest users have limited access. Switch users or have someone else login.
