Instead of going with a backup and recovery try the destructive recovery option which will wipe off the entire harddrive and take the system to day one settings.

You could try to do a system restore to a date near to purchase. It is normally under start --> accessories --> system tools. Backup all your data before doing a system restore!!

At a cost of 399.00 are you sure it's economical to replace the mainboard on this unit? You could get a new Dell or Toshiba for not very much more.
