SOURCE: My canon powershot a640's flash isnt flashing.

I can't believe I just managed to fix exactly this problem on my camera.  Warning - the process hurt somewhat, but it did work.
I dismantled the case very carefully:  After taking the shiny grey cover on the screen end off (3 screws, noting carefully where each screw was), I took the top cover off.  
That was a case of unscrewing three screws at the bottom of the battery compartment (I left them in place, as it looked tricky to locate them again, subsequently working with the camera upside down), then gently prising the top off - there is an internal clip just next to the visual viewfinder, which you have to wiggle a bit - just use a fingernail to prise it open.  The top lifts off - dangling on with its cable.
Here is the unpleasant bit.  Quite accidentally, I shorted the flash capacitor, by touching its circuit board - and got the most surprising electric shock.  
I looked around to see if there was anything else I would be able to do, felt there wasn't, so I put it all back together, in the hopes that it might have fixed my problem.
Hey presto, I now have a working camera with working flash!

Err 99 usually means your lens contacts are dirty either on the lens itself or on the camera.

To isolate the cause of the issue, do the following: -
1. Turn off the camera.
2. Remove the lens, battery, and CF card.
3. Allow the camera to sit without power for approximately 20 minutes.
4. Insert only a fully charged battery, and turn on the camera.
5. Depress the shutter button as you would to take a picture.

Does the “ERR 99" message appear? If so, the camera may be faulty and requires a service. If it does not, then: -
1. Turn off the camera.
2. Insert the CF card.
3. Turn on the camera.
4. Format the CF card in the camera.
5. Depress the shutter button as you would to take a picture.

Does the “ERR 99" message appear? If so, then the CF card is faulty. Try a different card. If the message does not appear: -
1. Turn off the camera.
2. Clean the gold contacts on the lens by GENTLY rubbing them with a pencil eraser or soft cloth. Keeping the camera face pointing down, also clean the gold contacts on the camera, being careful that you do not let any debris fall into the camera body.
3. Reattach your lens.
4. Turn on the camera.
5. Depress the shutter button as you would to take a picture.

If the “ERR 99" message only appears when one particular lens is attached, then that lens should be examined by a service technician.
If you see the “ERR 99" with a different Canon lens attached, then the camera is faulty and should be serviced.

You have to unscrew the left side of the camera (if you're looking at the back of the camera, the side that is right beside the flash). Then, at the very top, with a tiny screw driver, just gently tap the black flash compartment and it should work after that. I've had the flash problem twice in the past year and both times I got it to work again by taping on it. Hope it helps!

most likely you have turned the dispaly off. find the display key and turn the screen back on.

another option is to go into the menu, then go to display and set it there.

SOURCE: Wont take pictures with flash

The problem is in the battery holder of the CR1220 battery.

-Take out the CR1220 battery (the little round one).

-When you replace it, put a bit of aluminum foil against the back, between the battery and the plastic holder, to make it a nice tight fit. One layer won't do it, but don't put in half the roll.

-Put it back in. Done

Using a fresh battery & clean it all with alcohol = good idea as well. Worked for me.
