A Vizio TV will flicker if there is a broken backlight, loose or faulty video cable or port, poor signal strength or incompatible display settings. Reseat all cable and connections to the television from your devices. Physically remove the cables from both the television and the device and reconnect them. If you have any of these options available please turn all of them off to see if this resolves the display flickering. lickering and shorted leds causing dark spots are both symptoms of bad leds. You can try turning down the backlight level and see if the flickering stops. The ultimate solution may be to replace the LED strips.
You don't say what kind of TV it is, but it is likely not to work right now if it is flickering at a rate of 30 /second.

There is some dry solder/leaky or dry capacitor in the board. I suggest it is better to refer it to a qualified service technician, since the back cover has to be opened for investigation/rectification.
Sounds like you have an LCD tv with backlight problems. Check power board for domed capacitors and replace them. next check connections on the inverter boards. they are on the sides or just one side. Becareful there is high voltage output from these boards. If the cable from inverter board is not good to the screen you can get a strobing. the inverter boards may need replaced. or cales to screen may be bad. The panel also could be bad.
