Please first make sure that you are using the proper startup boot disk for the server before entering the CD ROM option from the boot menu. Also, check the front panel of the SCSI drives for any errors or blinking LEDS that correspond to an error code. You can run a diagnostics CD/DVD that arrived with the manufacturer's pack to detect any raid issues on startup.
If you are still facing difficulties with booting up the server, you can find a video for replacement of the appropriate scsi drive here if you are still facing any issues of your scsi drive. Try a different hard disk or check the relevant diagnostics to verify whether is the controller or the drive that complicates the booting of the server
Make sure you have turned on the USB Boot in the BIOS of the os. Once this is done, select the order you would like for the server to locate boot files. (Hard Drive, USB, CD/DVD, etc.) Once complete, insert the USB and reboot the server.
it only ur fan problem which one of the four fan or two ,might be stuck or jammed which starts after of couple of restarts, so i sugest u to check the fans when in operation

Connect the keyboard, mouse, monitor, network cable and power cord. press the power button on the front panel of the server. If the OS is installed the server will boot.
Make sure the BIOS is fully updated from the HP website. Most DL3-series servers supported booting from an external USB cd, try F10 or F12 at boot in order to bring up a boot menu.
Have you installed any service packs for Win 2K3? if not yet, please go for the latest service packs since there were some problems identified with win 2k3 and this is one of them.
You can also try restarting the sytem in safe mode by pressing F8 after boot screen.
MRAM seems OK... Presently with 512 MB, will not boot with any combination, does the same
