I have a INSPIRON 6000 lap top, when I switch it on it takes a long time to get to the password stage and when I enter the password it just displays the desktop background.
when I use the Turn off it just says "Windows is shutting down..." and nothing happens.
Can this problem be solved?
Contact vendor and check weather the RAM is good

How old is your system?
Like Beni said, I would reformat where you basically erase everything from your PC and reinstalled Windows, if your reinstalling XP it can take hours to finish.
If you do decide to go with the reformat you'll need:
1.Backup all your important data(pictures,files,etc)
2.Drivers, this is what communicates things in your system, like your priinter will need a driver installed, you get that from your PC makers website, or the system came with a driver Disk. Your monitor will need a driver.
3.A backup Disk for your operating system, this is just a disk that is the operating system your PC provider gave you one when you bought it, or some sort of recover disk.
Once you have those, let us know and we can tell you how to boot from your recovery disk, and get started with the reformat!

You need to repair it with original cd of OS

Go safe mode with system administrator and from run + msconfig + startup and then desable all applications on start up
