Hose setting, no suction through hose but not clogged. floor setting still works

Your filter may be stopped up and not allowing vacuum.
Your discharge may be blocked. In order to have vacuum you have to have a way to discharge the air.
Possibly your motor is weak

EL8807 no belt, separate motor for brush, use reset button. Call customer service, see my other post with the number.

Why would a Hoover Windtunnel have no suction?

It could be clogged at the head or throat, or you might have a hole in the hose. Unplug the hose; if you're getting suction where the hose plugs in then the problem is in the hose or the head. If you're not getting suction where the hose plugs in then the problem is in the body, probably the throat. If the problem is in the hose or head, detach the hose from the head and check for suction at the end of the hose. If there's not suction there, then you've got a clog or a hole. If there is suction there, then you've got a clog in then head.

Riccar 8995 no suction

I think you mean it's an 8955, Riccar has not had a 8995 model. If there is no suction in the hose it has to have something clogging it. Open the little round opening on the back of the vacuum where the hose attaches to see if you have suction there.

Air not getting to hose

I'm not sure which model you have but this is good for Riccar upright vacuums. If the hose has good suction but is not picking up well check the suction tube that is down by the brush roll. The suction tube starts by the brush roll and goes to the back of the vacuum where you put the suction hose into. If it has a clog or restriction the vacuum will not pick up properly.

What do to if keeps spitting things out even if new bag is in?

It sounds like the roller brush is going, but the vacuum isn't working, i.e., no suction.
If you have a canister vacuum, disconnect wands from hose and place hand at end of hose. If there is suction, it's fine. If not, disconnect hose from vacuum, turn on vacuum, and hold hand to intake. If there's suction here, then the hose must be clogged; or holey hose can result in greatly reduced suction.
If it's an upright, the hose could be clogged. Or the fan broken, which would also result in no suction. It would help to know what model you have.

My Lindhaus Diamante 300 has great suction but clogs

Sounds like you have some form of an obstruction in the hose ( i once found a tooth pick sideways in mine) most models allow for the hose to be disconnected from the vaccum itself, also make sure theres not a setting for attachments also, some models need the suction redirected.

Is there a switch to turn-off the tools so that

On the Hoover U6311-900 there is no switch that turns off the suction to the tool hose. That hose is attached to the head of the vacuum on the side via a spring loaded "door". Just twist the hose to remove it, the door will close and you will have full suction again.
