please check all cable connections for looseness. even they are connect it they might be loose. if this is not the case. then inside you might have a bad connection on a circuit board

4 blinks means Digital 5Vdc output voltage excessive or
too low.

Usually the power board. Also possible because of an abnormal power draw from B Board.

Test the following:

Power Supply Output Test CN1/pin 9 / 10

B board is the load - Test CN101.

Your tv requires RCA Part Number: 242676 Board and its available in Parts Store.
Need further help, let me know please.

If you found a bloated capacitor on the circuit board, that one needs to be replaced not the board. You can see the part number on the capacitor itself. Also please look for any burned IC and neighboring components. If you found additional burned components, it also need to be replace. Contact a pro tv technician to replace it.

In Canada I don't know. Parts for the older Fathoms are getting scarce. There is a wholesaler here in the US that has parts, but you have to be a repair shop to buy from them and I don't know if they are in Canada. Call your local repair shops to see if they can get you that circuit board, the co. name here is Essco, or Electric Sweeper Service Co. Wish I could help more.
