Not all-ways but some times it can, it will have to be opened up and dry with a hair dryer, it some times work, have a go you got nothing to lose.

This must have happened to every body, You dropped you mobile/Mp3 etc in the water. well fear not, remove the device from water immediately, remove the battery immediately, **** the device gently to get some water out of it. place it in a dry and warm atmosphere for about a week (the longer the better), and then if luck is on your side replace the battery and turn it on. At this point if the LCD is the only thing damaged then it can be replaced for most phones.

The rice is supposed to dry it out. If you can get the back off you can dry some of the inner components with a lint free cloth. Be very careful not to break or bend the pins that hold the battery in.
first to do when wet phone is remove battery to prevent short circuit and blower your cp with hair blower or etc.. you need to see a cellphone tech for now about your cp for now thats the best thing to do. or try to open your phone and blower it inside may there's corrosion
