Wine should not be colder than 45 degrees, it mutes the flavor..If you wanted something to go lower you should have gotten a beverage cooler, not a wine cooler :)

Can a wine cooler be programmed to go below 42 degrees

unlikely as 42 F is 5 C which is a tab above freezing
wine is kept cool not very cold so the wine cooler at 42 will be as low as is required to keep wine

Wine fridge is not getting cold anymore

Its really hard to determine without proper diagnosis, but are you sure it indeed has a compressor? does it run ? Does it have a circulating fan inside? A lot of the wine coolers I've dealt with were "Peltier" coolers. They use electronics to cool usually only to about 10deg below room temp. They require a load ( in this case wine bottles ) to operate properly. They don't have a cold control like a refrigerator.

Can I use my wine cooler to store other beverages?

The average wine cooler won't offer temperature below 46 Fahrenheit. Due to this fact you can store most of the light beverages in it but it is not meant to store this kind of drink. I suggest you to purchase a mini refrigerator in order to store your other drinks.

Should there be any problem to locate my wine cooler under the counter?

Actually, when using a freestanding wine cooler the heat designed to escape from the back and I your case the heat won't have a place to escape to and eventually will over heat the whole unit. Then the compressor will attempt to compensate for the heating and may eventually burn itself out.

How do I know whether a thermoelectric cooling system is better for me than a compressor?

This depends on several factors: how much wine you keep on hand, where you will be putting the cooler (cool/warm room in the house) and if you are buying a freestanding cooler/built-in. If you never have more than two cases, plan on keeping the cooler somewhere it won't get too warm and you want a freestanding cooler, you should look into purchasing a thermoelectric cooling system.

I also just brought home a used Danby Silhouette 166-bottle wine fridge and it is not cooling. Did you have someone come look at yours and did you get it fixed?
