Sounds like we have the same thing going on with ours. Out of the blue the hands started spinning. We changed the battery and have not been able to reset the time, despite numerous efforts.

I found this information at http://www.partshelf.com/digital-atomic-wall-clock.html and think it applies to all of the non-functioning clock complaints after the batteries have been replaced:

Please note. The signal they receive does not propagate well during the day. That's the nature of the signal, not the clock. These clocks are designed to catch the signal when they can, generally in the middle of the night, calibrate themselves, and then run quite accurately for days until they can catch another signal. When you first put in the batteries, they will most likely not set themselves until the middle of the night. The analog clocks generally tick for a few seconds, advance to 4:00, and wait. The digitals display various things while they wait. That's normal. By morning, weather permitting, it should be correct.

Radio controlled Barolo Clock with hands keeps resetting an hour behind.

It sounds like it is receiving a DST signal instead of an MSF signal or vice versa depending on your country, they are one hour apart.
Unless this clock has a choice of signal settings the best way is to gently remove and reset the hour hand to the correct hour.

How to set the time on an HD 1688 Quartz wall clock

When you put in a new battery, the hands advance to the hour and stop. It then waits to receive a radio signal and sets the time.
to do a manual set, insert the battery and hold down the M button until the correct time. Don't go past it or you will need to continue until it comes up again. There is no reverse.

The previous answers don't fit the HD-1688 Sheng Bang clock mechanism that I have.

Smart set clock dead ?

Sorry it took so long to reply to your problem. You must try to reset the Clock/Radio's microprocessor. To do this you must disconnect the Clock/Radio from the A/C power source and remove the internal battery. Let the Clock/Radio set without any power source for about 3 hours. This should completely drain all the power from the microprocessor. After this is done, reinsert the internal battery and plug the Clock/Radio into the A/C power source. The Clock/Radio's functions should return to normal. If they do not return to normal. Unplug the Clock/Radio from the A/C power source and remove the internal battery. Replace the internal Battery (CR2430). Let the Clock/Radio again drain all the power from the microprocessor. Insert the new battery and Plug the Clock/Radio into the A/C power source. The Clock/Radio's functions should return to normal. If you should still be having problem with the functions of the Clock/Radio, you will need to call Emerson Customer Support. The telephone number for Emerson Customer Support is 1-800-909-1240. Call them between the hours of 8am-4:30pm CT. Needles flying around the clock

I have a mantle clock version and to set the clock to recognize the radio signal, I need to hold down both the ET and PT time zone buttons for a few seconds. The clock hands will then continue to move until they reset themselves to the correct time.
