My screen is black "floppy diskette seek failure"
The floppy disk or drive is damaged, or if your trying to boot your computer and you have a floppy in the drive that is not bootable. It will try and boot from floppy first then cd then hard drive usually but floppy's are stupid and only return an error and then stops. Remove the floppy disk and boot

This is a setting in the bios , so what you are going to have to do
is boot into bios and under the boot section and check to see if the floppy drive is a option that is part of the boot sequense if it is change it so that is not part of the boot sequense than go under the periphial section and check to see if it is showing up there as a removable device if so change it or disable it all together since you do not have a floppy drive ok
and this should take care of he problem

You are missing the OS.
If you have the restore CD's, use them to restore your Dell to original state, or you can order a set from Dell.
If you do not have a restore CD's you can also boot with a Windows CD and install the OS but you will have to go to the Dell website and download the drivers for your model.

maybe the floppy disk drive is defective or maybe the IDE cable is deffective, or maybe the cable on the floppy drive is not properly inserted , try to replace IDE cable of the floppy drive if still the symptoms happens replace the floppy drive
