Put a new battery in BPR40, now doesn't receive signal

Did you read the Manual? It looks like it has Volume Buttons on the side and may be set to Zero volume?

Several things need to be checked. Fully charged battery. Antenna, make certain it s tight and unbroken. Wiggle the antenna while receiving, if reception improves, it is the antenna or the antenna jack. Then wiggle the on/off vol switch, same thing, if reception improves, it is broken or needs to be resoldered. Then I check the speaker. Speakers gather metal particles, as they get more and more, the speaker distorts and it sounds like static. Use a powerful magnet, run it over the speaker grill and see if anything comes out. I put plastic wrap on the magnet for easy cleaning. It could still be a bad speaker. Last, I check programming. All of this is done at our shop regularly and I suspect most radio shops follow the same procedures, maybe in a different order. Post if this helps or not.

You may have one of three problems: Your audio accessory jack is bad, you are using the wrong mic for the radio, or your mic is bad. Try the mic on a known good BPR40 and if it test good, if so, your BPR40 with the problem needs a new audio accessory jack. (Repair is available for this model.) We have found the BPR40 will only work properly with the remote speaker mic designed for it, despite some other Motorola mics appearing to fit the jack. Construction grade mic PMMN4013 is a good option, as is the lightweight PMMN4077.

It probably has "busy channel inhibit" turned on in the menus, and the squelch is open, thus making it think there is a signal on the channel you're trying to use.

Your new radio is likely not programmed the same as the others. A continual tone indicates a channel which is not programmed (doesn't have a frequency installed).

The other thing which can cause a tone, is a low or uncharged battery. You might try switching one of the known good batteries to the new radio to see if it will work. If you still have the same continual tone with a known good battery installed, you have a programming issue. If the battery swap solves the problem, then you need to investigate why your battery isn't charged up.

Either way, contact the dealer where you purchased the BPR40, they should provide programming free, or a warranty replacement battery for free. If you ordered online or by mail, and you just received the radio within the week, you should request they provide return shipping for you.

It is possible the headset you are using is not the one engineered for the radio, and draining the battery. Or this radio is being transmitted on heavily and running down the battery. You might try changing headsets and see if the problem clears up. Not all headsets compatible with other Motorola Radios will work with the BPR40.

A couple of thoughts:
1) Check the mic hole and see if it is covered or clogged with debris.
2) Does your PTT button seem hard or the opposite, mushy? You could have an internal PTT issue. The PTT is a common failure part on 2-way radios. Feel around for the 'sweet' spot and see if you can make a simple or partial transmission, or if it will even momentarily open up the receiver on the other unit. If so, your radio is in need of repair. It would likely need a new internal PTT. (At most repair centers where the BPR40 is repaired the flat rate repair currently are around $69 for the BPR40)
3) Has any reprogramming been recently done on the radio? If so, double check the programming to be sure your PL/DPL code is set the same as your other radio.\
4) Check your battery. Trade batteries with the other unit and see if the problem changes. It takes more energy to transmit than to receive.

It does sound like the battery is mostly dead. Enough to receive but not enough to transmit.
