Panasonic DMR-E85H recorder with hard drive is emitting a high pitched noise, even when shut off (that's how I noticed it). Noise ceases when unplugged. Is my power supply going bad?

I would put in the same hard drive capacity especially on a ten year old machine, because the power supply could affect the capacitors on the motherboard and cause a short. Samsung hard drives work best with Panasonic hdd recorders.
you can pull the hdd out of the player and put it into another cabinet, either another player or an external hdd cabinet also known as caddys. you can buy caddys on e-bay or pc shops.
A DVD Recorder needs to play before it can record. Not accessing the hard drive as well indicates a problem with the power supply inside, more than likely. Time for a reputable repair shop.
Open case and look for failed capacitors, which are cylindrical and will have a bulging top and a yellow/gold substance leaking out. If this is the problem, search for previous solutions that mention "solder capacitor C1260" for the DMR-E85. I had a similar 'no power' problem with my DMR-E55 and my son and I were able to fix it Sunday. Not hard to do and mine is working again!
No VCR required - A VCR is a video cassette recorder, which requires a video cassette in order to record source material. A DVD recorder, requires DVD discs and this model in particular has a built in hard drive so you don't even need discs either, unless you plan to share recordings with others. All you need is a 'feed' / 'source' from an external aerial like Cable or Sky etc.
Does that help?
The STRG6353 is a chunky integrated circuit used in the switch mode power supply (SMPS) circuit. It is a " QUASI-RESONANT FLYBACK SWITCHING REGULATOR" used for the high frequency 300VDC switching.
