Make sure the generator breaker switch is flipped on to allow voltage and amps to flow to the recepticals. Otherwise, if the switch is on, then you have overloaded the generator and blown a capacitor, resistor or similar item and the gen needs to be serviced.

If the generator has been sitting for a long time or was shut off with the load connected it has likely lost the residual magnetism that is required to excite the winding. This is a common problem. Always disconnect the load from the generator before stopping the engine!
The generator needs to be flashed. There are several was to achieve this, but safest would be to use an electric drill.
Connect an older style portable 120 volt drill to the running generator.
Make sure the drill is in forward not reverse
With the switch depressed rotate by hand the chuck of the drill in reverse
careful, the generator will flash, power up and rotate the drill in the forward direction..
Hope this helps?
Careful the generator will flash the windings and power up the drill

With no load on the generator, take a voltage reading at the output plug of the generator, if there is no voltage, check to make sure that no breakers are tripped or fuses blown.
First verify that the breaker for the outlets is not tripped and make sure that the generator is running at full operating speed. let it run for 5-10 minutes and check for output power. If there is nothing, there are two possible problems. One could be that the automatic voltage regulator is bad. The other is that the field needs to be flashed - a high possibility if the generator has not been run in a long time. There are many videos on the internet that show you how to solve both of these problems. Just do a search for No output from a portable power generator.

7 horsepower is approx 5150 Watts so the compressor would be taking this power while running. On startup however the compressor can take a surge of upto 3 or 4 times this power so the generator wouldn't be able to supply this demand . In any case it's not advisable to run a compressor off a generator unless the generator is high powered, 20KVA or greater for 7hp.
An air conditioner is an appliance that draws a fair amount of current. It would have to be a large generator to run an air con. Does the generator run smaller appliances like a jug for instance. If it does this means that it is working okay, it just can't handle the capacity of an air con.
Do you have automatic switch over in your system, or is there a receptacle where power cord stores, that you need to plug power cord into, for power from generator?
