Does the Program issue you the name of the suspect runtime library at any point? If it does, go get the latest version of the runtime from the NET, in a searchengine type the name of the file+ext. download and then copy it in the same direrctory (folder) as the one on your system now.
NOTE: I would FIRST rename the one on your system as <currentfilename.current_extention>and then add .OLD to it.
Was it the preferences file that you deleted? The description you gave to your problem sounds like your running a windows machine instead of Mac so i'll give you keys for PC. While program is launching hold down the following keys "Control+Shift+Alt" then when there is a screen that asks to delete the prefs files select "yes".
