I do not have the solution to this problem, I am having same problem. Bought a universal 12v charger and I get a screen with check PC for USB connection. Will not go to blue information screen.
Try sending it back to Magellan or go to Magellans Website www.magellan.com and download their updates. You will first need to download Magellans software - then hook your gps to the pc with the usb cord. One other thing - try a wall charger for 48 hours. I have seen this work.
a magellan 4040 can not charge through the USB port and if it wont charge with a known good car or home charger, then read below.
This is very common problem with this and many model of magellans.
Try the car charger.
Make sure green light is on the car charger and let it plugged in for awhile, then hold the power button (up to ten seconds) until it starts..if that fails

following Magellan 2000, 2200t, 2500, 3000, 3100, 3140, 3000, 3050,
4000, 4040, 4050, 5310 and the 6000 are known to have faulty dc
connectors...if your Magellan gps is not charging or will not power up, its most likely the dc power port...
if this just happened, and you have not tried to update it (sometimes the update causes this) then power the 4040 on and once it finished loading to the blue screen, using a paper clip, depress the reset switch on the left side and let it restart (little pinhole on the left side under the usb port)

Charging plug is broken off of the printed circuit board. Battery is extremely low on juice, so it won't fully turn on. Once I get home I plan on splicing the charger into the battery wiring directly to see if that will work. This is the second magellan I've had...the other one did the same thing. I'm guessing that it's the same problem. Haven't dropped either one of them...other than they like to fall off of the windshield (suction cup). Seems like they need to come up with a new design (for the circuit board).
Magellan web page has a firmware upgrade for your 3250. It is Version 4.86 unless you already have it. If that doesn't help, go to there support page and at the bottom you can see if one of the questions on the page is something that is similar to your problem. If not you will be able to ask a question yourself. Good luck.
It sounds like a bad battery. Theoretically, it could be the charger but if the red light on the charger still comes on when the unit is plugged in then the battery is the more likely culprit. The only way to really know for sure is to try charging the unit with a different cable, such as the USB cord used to connect the GPS to a computer. The GPS should charge when connected to USB. If it doesn't, then it's the battery.
Like most GPS receivers, the battery on this one is not replaceable by the user. If you do determine that the battery is causing the problem you will need to contact Magellan tech support to arrange a battery replacement.
I have owned the Magellan Maestro 4250 for 6 months and the black cloudy spots just surfaced. After talking to the Techs at Magellan (800) 707-9971, they advised me to send it into the factory for repairs. Hopefully the one year warranty covers it.
