The movement in this Elgin is made by Citizen. After you change the battery, you need to reset the hands so that the watch functions properly. Select chronograph function with lower-right button. Then pull-out the same button. Push the upper left button to select the UTC, hour, and minute hands. Then use lower-left and upper-right buttons to make sure everything is aligned to 12:00 position. After setting the hands to 12:00, push in lower right button. Now you can set the time by selecting the SET using the lower right button. Pull out the same button and choose your time zone to set. SOURCE: I have a elgin steel
This is a solar powered watch. I have placed mine under an incandescent light over night and it has started working again. Fluorescent light will not work. It needs to be out in the light whenever possible.
