if the heating element is out, the pilot will try and start , but if the thermocouple in the unit itself isn't letting the gas release,, it isn't going to fire up , Check the thermocouple , if its built into the controller valve,, your either going to have to replace that ( if its possible on that unit,, ) or get a new water heater

The next thing you need to do is find out whether you have 240v to the bottom element....the top will not heat till the bottom is satisfied...
An electric meter is critical when working with these units....trace the power and see where it stops....

Lower element will always test 120V to ground since thermostats turn off one hot wire.

Listed below are suspects in order of ease.

1) Check that hot water is not running out of TP valve and down into a drain.
This will cause water heater to run all the time but not be able to keep up.

2) Test elements before replacing anything:

Not getting hot on bottom,how do i tell is its t stat,or element?

Turn the top thermostat temperature down and the bottom thermostat temperature up. Turn the hot-water on in a tub or shower and let it run. The bottom thermostat should activate first and send 208-to-240 volts to the bottom element. Once the power comes on, turn the water off. If power is going to the element but you cannot hear it heating or humming, it's the element.

When you are having a problem on an electric water heater, it is recommended that you replace both thermostats and elements. If one part is worn out, it will not be long until the other parts need to be replaced as well.

The water heater seems to not be heating. The bottom part of the tank is cold and the top is warm. I did reset the breaker this morning. Do I replace the bottom element?

Hi,
Yes that may be the problem. To know for sure you need an electrical test meter to see if the top thermostat is sending the power down to the bottom element after the top one is satisfied.
If you have power at the bottom element and there is no power draw then you have a bad element. Drain the tank and replace it. Make sure to completely purge the air from the tank before turning thepower back on.

Willard when you say it throws the reset button,do you mean the breaker on your fuse box of your home?
If you mean that then yes it could be a bad element.The bottom element takes all the abuse on a electric hot water heater. They can short out,and need to be replaced.

i guess it is electric ,check bottom element reset button .remove bottom cover with power off look for a button on bottom thermostat or limit if find push it to reset ,,then set the thermostats , set top to desired temp and the bottom at least 10 degrees more ex. top 130 bottom 140 this might prevent problem reoccurring if this not problem bottom element could be burned out.replace ele
