Most likely the vertical oscillator circuit has failed. As CRT televisions have gone the way of the dinosaur, my advice to you is to give a fond adieu and invest in a new TV.
Any kind of black or colors lines on the tv LCD screen panel,not causes by u it appear by itself only can be repair by replacing the board that call the T-CON board.This T-CON board sit in the middle at the bottom of the tv LCD screen panel.Tries websites like Shopjimmy.com,Ebay.com to buy the refurbish T-CON board for the replacement.
hi all .ive had the same problem,a thick black line down
screen.sometimes it flickers from top to bottom and other permantly in
view.but i have solved it.forget your ic boards and taking apart tv.have
you got either a ps3 or wii connected to tv.if so unplug power lead
from socket and relocate in seperate socket.make sure the lead is
completely free of any other leads and you might just find this works.i
think the power lead creates some sort of frequency that the tv picks up

I too had a black line horizontally across the screen (on a 52" d62). It was brand new and was as if the screen had been "pinched" at the end of the line and it radiated outward (in my case, the "pinch" was at the extreme left and line went out to the right, like a crack).
Mine was a factory defect (right out of the box) and was replaced (2 yr now and no issues). This line of yours may have been there from the start and maybe you just didn't notice it?? Not a slam, just an observation.
