My printer was in the middle of a job and suddenly gave me an error message and started saying it was offline. There is no jam (I checked) and I have turned it off and on, and restarted the computer.

This "plastic strip" is called the "carriage encoder strip". This strip dictates the timing of the carriage assembly. If the end slots aren't broken, you can re-attach it. Otherwise, you'll need to replace it. They are about $10.

mine HP was acting the same way after a jam. I contacted hp and they told me it was a hardware issue and that I would need to purchase a new printer. I found a KB on thier site for this issue. It involved removing both ink carts and then reseting the printer with the ink carts out. it seemed to work.

You could try a partial reset of the printer
Unplug the power cord
Reconnect power cord
When lights are flashing, press & hold On/Resume and PaperSize buttons
When only the On/Resume light is flashing, release both buttons
When On/Resume light is steady, reset is completed

Step 1:

The rollers should be cleaned if the paper fails to feed smoothly into the unit. All document and media rollers should be cleaned using a lint-free cloth lightly moistened with water.
1. The unit must be powered down and the power cord unplugged before cleaning the rollers. This will allow the rollers to be turned by hand in most cases. The paper should also be removed before cleaning the rollers.
2. Remove the rear access door to access the rollers. Clean any dust and debris from the rollers.
3. Open the unit and check the four small metal paper rollers (not the rubber rollers) in the interior of the unit. They should be clean and move freely. If these are not bright and shinny or have buildup on them, they should be cleaned. Also clean any dust and debris off of the rubber rollers.
4. Close the unit and reattach the rear access door.
5. Plug the power cord back in and power the unit up. It should reinitialize for about 20 seconds.
6. Print another extended self-test page.

Start-->printers and faxes-->right click on the printer-->properties-->make sure it's set to print online.

Disconnect the USB cable, go to RUN and type in services.msc and then find print spool and right click, then choose restart.
