It is absolutely to do with permissions.
Either the wrong authentication type, the wrong username and password or the server is set up to accept connections from only specific locations - such as local host.
You will have to investigate all these options - Uname and Pwd are obvious first choices then server access - then finally I would look at authentication type

403 Errors are usually caused by a script is trying to use a function that has been restricted by the server owner. I don't Twitter on my phone so I've not seen the error but it is likely a problem with your Twitter app or the Twitter website. I suggest contacting Twitter.

The message means that the site to which you are trying to access will not grant permission to the URL making the request. Some sites do not like users to access certain web pages without first having to navigate through their site.
For example, if you try to access the following URL address:
www.checkupdown.com/accounts/grpb/B1394343/
you will receive the 403 message because you are trying to get into the site several directories deep. The server wants you to enter the site at w.checkupdown.com
