You need to do a FULL reset.
1. Power off unit
2. Hold down POWER and Vol - (or Vol+ if Vol - doesn't work) until Android reset screen appears.
3. Scroll down to factory reset and select it.
4. Agree to reset
Unit will reset itself and start over like it was brand new and you will lose everything that was installed. Most likely you have a corrupt operating system and this may help. However, many android apps will not work on that tablet as its an older tablet that does not have an upgraded OS available.
Start with tablet off. Hold power and volume up. You should boot into safe/repair mode. Try some of the options in there to get your tablet going again.
See if there is a reset on it. Its usually a very small hole marked reset and it takes a pin or something very small to press it. A reset might work and it won't erase anything off it.
