Behind the trim panel on the right or left side in the rear of the vehicle is the rear HVAC - heater , ventilation an A/C unit . The blower motor could be bad or the controller or the blower motor resistor . Doesn't work at any speed ? Your best bet mite be to have a qualified repair shop check it out .
Generally you would need to check the level of freon in the system, and probably the expansion valve in the rear unit. You should have one hot and one cold ac line going to each evaporator.
if the front ac works well but the rear is hot check to rear control switch located in the front ac control head.
it has a vaccum-electrical switch and these go bad often
If your van has rear AC/Heat there is a roof mounted control for the rear. There is also a control knob on the front panel, that says rear control auto, rear control & rear control off.
ase mechanic:
there are separate actuators for the blend doors. one for heat and one for cool. they work opposite and in conjuction with each other, if that makes any sense. ones open, ones close, for each different climate. sounds like the the cold one isn't opening in the rear.
On most vehicles with front and rear A/C, the two systems are basically independant of each other just sharing the compressor and condensor. It is possible that the Mode Door (controls where the air flow is sent; ie: windshield, vents, floor) is out of adjustment or sticking.
