You might try an external speaker in case the internal speaker is going bad. If this doesn'y correct the problem you might consider having the reciever alighned to put it dead on frequency.

Need more info, what happens when you press the PTT? Anything at all, have looked inside the mic to see if its there? Have you tried to jump it at the mic connector. Maybe a mic cable? To many things to say, from a simple relay to mic cord.
un fortunatly to properly align this radio you need an audio VTVM, occiliscope and a dummy load.
but before you get crazy with trying to align your radio, is the delta tune right in the middle? if not thats why recieve is off.... as well you can adjust delta tune to compensate for off frequency.
