How can i convert mwindows98 os from traditional chinese to english

All you can is to reinstall your operating system. Buy a OEM ms98 english version.. then install. GOOD LUCK
If the windows was installed as a traditional chinese language version, there is no way to "convert" it to english. You will have to reformat the hard drive and do a clean install of an english language version of Windows.
If someone has inadvertently changed the language preferences on your system, you should on the other hand be able to access these settings from the control panel.
If windows was installed with an english language os, see this link for help in installing the Western Language pack.
Perhaps this is what you need, in conjunction with an english language version os windows...

Link above will show you how to change settings. This will work if you version is a original English version. If your windows 98 is a Chinese version then this will not work.
You may have Microsoft Chinese Windows 98 Second Edition which can only be used in Chinese
Microsoft Global IME 5.02 for 32-bit Windows only allows to change English to other languages.
Microsoft does this because they sell Chinese version cheaper and they don't want them to re-sell to united states at that cheap price so English version cost more and can be distributed to more places in the world.
