Make sure you unplug the brush wires from the automatic voltage regulator or you will damage the regulator. Do not contact the voltage regulator or other wires as dangerous voltages may be present that can cause electric shock.

You are actually stuck right where you are, a electric heater is 100% effecient! 100% of the heat that it produces is put into the area where the heater is located.
A gas furnace will like 70 to 95 %, because part of the heat produced goes up the flue pipe.
I electric there is no waste, it is just the cost of the electricity required to run it.
The are other options, such as a heat pump, that are used to reduce the electric bill.

stator windings
rotor windings
exciting windings
AND
Exiting windings could have losts its 12volt exiting load. In that case it must be exited by 12 volt external battery
Another common problem is burned off wire or loose connection
