The washer fill valve is defective and will need to be replaced. The fill valve is right under the main top at the back the fill hoses attach to the valve.
F-28 is a serial communication error. either your main cntrl or motor

If I am not mistaken f02 code means that long drain. put into spin and see if the pump turns on if it does check if water is coming out... if not need to check if there is something stuck in the pump blocking the flow for the water
