Change the toner cartridge , i have many units phaser3200 and this is one of
the problem , but only if the toner cartridge is very old and many time
refilled , if not , change the Laser unit .
Remove a misfed document if the copier displays a message
reading "Document Jam." Lift up the document feeder cover and turn the
roller to remove an Exit Misfed document. Lower the document feeder back
into place and feed the document through again. If the document is
jammed on the Input side, open the cover and gently pull the misfed
document to the right and out of the feeder.
Pull out the paper tray and lift the tray to release it from
the copier if the copier displays a message reading "Paper Jam O."
Remove the jammed document, and open and close the side panel of the
copier to clear the error message.
Unplug the power cord and plug it back in again if the copier
displays a message reading "Fuser Error, Open Heat Error, Heating Error
and Overheat." If the problem persists, call for a service.
Remove the toner cartridge and shake it from side to side if
the copier displays a message reading "No Developer Cartridge." If this
does not do the trick, you may need to replace the cartridge. Pull the
release latch to open the side cover, and open the front cover. Twist
the cartridge locking-lever upwards and remove the toner cartridge.
Insert the new cartridge and lock the lever into place. Shut the front
cover and the side cover.
Power off the unit and power it on again if the copier
displays a message reading "LSU Error." A problem has occurred with the
Laser Scanning Unit. If the problem persists, call for a service.
you have to reset the tonner counter and the drum ..and after that try again ...you will also have to empty the memory so to be able to take jobs ..Im not sure about the reseting procedure..but try to shut it down ..than unplug ...plug it back and press the power button and keep it pressed until it beeps ..will be about 15 seconds or so ..If this will not work ..take a look in the manual and see if they explain the exact procedure.. For other similar models you have to open the front door to get it into service mode..than from the service mode with the arrow select reset ..than one by one reset all ...toner counter ..drum ..and waste tank ..after that will do ..

Turn the printer off, Open the front cover where the drum and toner are installed. Remove the drum and toner (cartridge). look inside the machine for a paper jam, also open the back cover and check there.
This can either be a toner or service problem. First take out the toner and gently tip it from side to side, try to copy again, if thsi does not work check for paper jams via the covers. Also check the paper tray to ensure the paper is correctly placed. Finally if none of this works. call the service agent
A common mistake is that people think that the waste toner needs to be emptied and instead the toner needs to be replaced --- and vice versa. Check to make sure that the toner bottle is not empty. Also, if you made copies that took ( used ) more toner then the machine was able to replenish, the machine has not had a chance to catch up. Place a white sheet of paper on the platen glass and make blank white copies. You may only be able to get 1-2 copies at first but as the device catches up with the toner replenish you should be able to make more. The blank copies you make -- do NOT put that paper right back into the machine. Lay it flat and let it cool, this will help prevent unwanted jamming due to heat build up in the paper. IF you have good amount of new toner in the machine, gently tap the front line ( or rear line) that feeds the used toner into the waste bottle. Sometimes the waste toner will clog and back up into the machine giving false 'waste toner full' message.
Step1 Turn the printer off and on to see if it can automatically clear some or all of the jam. Many printers provide an error-code listing on the front panel display for the area where the jam occurred. If your printer shows an error code, be sure and check the printer manual to see if that identifies the area of the printer where the jam occurred. Step 2 Turn off the printer. Step 3 Remove any paper trays. Inspect them for wrinkled or damaged paper. Step 4 Open any other doors that give access to the printer's paper path and to the toner or ink cartridge. Step 5 If necessary, remove the toner or ink cartridge. Place it in a bag or away from light to avoid damaging it. Step 6 If you find a piece of jammed paper, remove it by holding it with both hands and pulling firmly (see A). The goal is to keep the paper from tearing. If several pieces are jammed together, try pulling out the middle piece first to loosen the jam. Step 7 If the paper does tear, try rotating the roller gears manually to free the paper (see B). Don't force anything, though. Step 8 Replace the toner or ink cartridge and paper trays, close any doors you opened and turn the printer back on. Step 9 If the printer paper jam message still appears, then there is still some paper in the printer. Reinspect the paper path.
Sounds like your drum cartridge might be bad.
Something you can try that might narrow down the problem is to make a copy of something and shut the copier OFF in mid copy.
(Basically, when the light is about 1/2 way finished scanning.)
Then, open the machine up and removed the jammed paper which should be 1/2 way through your machine and hopefully about 1/2 way under the drum/toner cartridge unit.
See how the copy looks at that point. **** FYI **** The toner on the paper is NOT FUSED so it will RUB OFF. Keep the paper away from your clothes and toss it.
IF your copy has smudges on it, then there is a real good chance that your drum unit is bad and needs to replaced.
If the copy looks good, then there is a possibility that the fuser unit is bad and needs to be repaired.
I would say that your drum unit is bad with my experience with Canon Copier.
