SOURCE: replace waste toner container message
I have a CLX-2160N and have just emptied my own waste toner container. (Disclaimer: not sure how toxic or environmentally friendly this is).
Emptied carefully and thoroughly (fine dust). Immersed in bowl of warm soapy water, and vigorous shaking to get nice and clean.
Shook all water out well, and dried off as much as possible. Reinstalled. Turned printer back on. Hey presto - seems happy.

When this happened, I took the tank out and shook it out into a garbage can (do this outside and be very careful not to breathe the dust). I then took a shop vac and held the hose at the opening while blowing compressed air into the tank. Wiggle the air nozzle around and you'll get out 99% of the toner. Pay extra attention to the sensor optics (plastic bulges on the sides of the tank).These need to be clean since the printer knows when the tank is full because the toner blocks light shining from one side of the tank to the other
Reinstall the tank and be sure it is fully inserted. If they printer is still on, turn it OFF. Close the front door of the machine and turn it back on.
Continue printing.

open the cover and now remove the waist toner container (you say it is empty) check the conection to the drum unit sometimes if the waist toner is verry full there is a pille of toner closing this connection, now clean it and all the sorounding from the toner and mount the waist container back in his possition, close the front cover and try, it should work now.

Open door where toner cartridges are. On left side of cartridges below the Colour Letters is a small black handle. Just pull the handle and the bin comes out. You can't simply empty the bin and re-use, you need to order a new one from Samsung. Only costs $25 and just push in. Very easy, just need to wait for part to be ordered in and then collect it, which took me a week.
