SVP product manuals are available from http://svp-tech.com/download.html . The WP5300 camera manual is in a RAR compressed file. You'll need a tool like WinZip or WinRAR, http://www.rarlab.com/download.htm , (for Windows OS). These tools offer trial use versions for 30-40 days which will allow you to uncompress, read and save the PDF.
On page 24 of the manuel it shows the symbol that you mentioned below the battery symbol. It's labeled item 4. Which states "flashes in red when the lithium button battery is not installed, or when it needs replacing". I guess you need to check the lithium battery with a voltmeter to see if it's any good.
Is there a symbol on the screen of a lightning bolt in a circle with a diagonal line going through it? If so, your flash is turned off. If not, maybe the pictures you're trying to take don't require flash. Do they seem to coming out ok?
