As you have forgot the passcode you will have to restore the iPhone using iTunes.

Note: This process will wipe all data from your iPhone 4. You may be able to sync most of the data back once you have restored it.

1. With the iPhone 4 disconnected from your computer, power it off. Press and hold the Power button on the top of the device for a few seconds, then slide the red slider. If this method doesn't work, press and hold the Power and Home buttons for a few seconds until it goes off.

2. With the iPhone 4 off, press and hold the Home button while connecting it to the computer you registered it from. It should then power on.

3. Keep holding the Home button until you see a Connected to iTunes message appear on the screen.

4. Open iTunes and it should provide a message about an iPhone connected in Recovery Mode.

5. In iTunes, select the Summary tab and click Restore and follow the prompts.

6. You may attempt to sync your iPhone back to your iTunes to restore any data lost in the recovery process.

I hope this helps! Thank you for using FixYa!

Hello Dass,

Press and hold down the Sleep/Wake button and Home button simultaneously for at least 10 seconds; the screen will clear out and then the Apple logo will appear on the black background. When the logo appears it means that reset is done.

Recover from a Forgotten iPhone or iPod Touch Passcode

If you have forgotten your passcode on your iPhone or iPod Touch, you will need to do a restore in iTunes, but you must first put the phone in "restore mode." However, when you do a forced restore on iphone, you will wipe all content from the iphone, there is no other way around this. To put the phone in restore mode, hold the HOME button while the phone or ipod is off. Then, connect it to the USB cable and continue holding for a LONG time (or as long as it takes until you see a screen with a cable and the itunes logo). Once iTunes responds that it sees a connection in recovery mode, click restore and it will reload the phone/ipod to factory settings, and will be free of the forgotten password.

Ipad forgotten password

From the apple support site:

iOS: Forgotten passcode or device disabled after entering wrong passcode When you set up a passcode to secure the use of your iPhone, iPad, or iPod touch and then enter the wrong passcode, you may see a a message saying your device is "disabled". Learn what to do if you have forgotten or can't remember your passcode, or if your device displays a message saying it is disabled. If you enter the wrong passcode six or more times, you'll see a message that says one of the following:
  • iPhone is disabled
  • iPad is disabled
  • iPod touch is disabled

  1. Connect the device to the computer with which you normally sync and open iTunes.
Note: If iTunes asks you to enter the passcode, try another computer that you have synced with. Otherwise, go to "If you have never synced your device with iTunes, or you do not have access to a computer" section below.
  2. If the device is still disabled, or if iTunes does not automatically sync your device, sync the device with iTunes.
  3. When the backup and sync is complete, restore your device.
  4. When iOS Setup Assistant asks to set up your device, choose "Restore from iTunes backup".
  5. Select your device in iTunes and choose the most recent backup of your device.
Hope this helps!

From knowyourmobile.com:

Forgotten your iPhone Passcode?
If you have forgotten your iPhone's Passcode you will need to restore your phone via iTunes.
But first you have to put your phone into the restore mode which is a slightly fiddly process.
Plug your iPhone into your PC or Mac with the USB cable
Press and hold the power button at the top and then slide to power off the iPhone
Press the power button to power the iPhone on and keep it held while simultaneously pressing the home button
After a few seconds a yellow alert triangle will appear and the iPhone will say it is iPhone Restore Mode.
Open up iTunes and click on the Summary tab
Click on Restore to restore your iPhone. This will reset all your iPhone's setting to the factory defaults, including the Passcode. You should then follow the steps above to activate the Passcode with a memorable number
