You may have the privacy mute turned on, the one which allows you to say rude and insulting asides to someone next to you and the other party on your phone can't hear that.

This is a Uniden DECT 6.0 Cordless phone manual which looks like it has the same features. It was the only closest phone to the one you have shown as the picture that has PDF manual online. Chances are the similarities will work just as well to help you with your phone troubles.

If you happen to have another sim card with you, can we try to use that sim card and see if the phone will send. Or your sim card on another phone.
-This is to identify for sure is the issue with the phone or sim..
-If you cant send using another phone then get you sim changed or check with your operator.
-If you are able to send on another phone then you may wanna try resetting your phone by following these steps:
-
A restore by keying in *#7780# when on standby - This will not delete
any data but will restore all the settings back to default.
If
that does not help then you may wanna try doing a soft reset by keying
in *#7370# when on standby - This will reformat the phone. DO NOT FORGET TO DO A BACK UP AS THIS WILL ERASE YOUR ENTIRE PHONE MEMORY.
The security code by default is 12345
If
this fails as well then you may try doing the Hard reset by performing
the 3 finger reset. You can do this by switching the phone on with the
'3', '*' and green 'call' buttons pressed at the same time.

most of the problem like this is from the cell provider or line provider ask them to activate the outgiong text.... Probably you need to bring your cellphone to them to test the result of activating the text outgoing.... Hope this will help you alot,,...
