Off and on button keeps flicking,I think it is somthing on the remote control.in the
QuadraSurf buttons or sleep mode button I get no picture or sound.

Analogue TV reception has nothing to do with signals from Blu-ray players.
Connect your Blu-ray player to either a HDMI port on the TV, or use a HDMI to DVI adapter (which is picture only) and supplement it with a a connection for audio via RCA/phono- or RCA/phono to jack cable from the BD player to the TV.
Press the AV Input button on the remote to cycle through the input sockets.
Press and hold the SETUP button until the red indicator stays on, then
release the SETUP button.
Press and release the desired Mode button (TV, VCR, etc.). The red indicator
blinks, then stays lit.
Enter the 4 digit code from the code tables. Note: after a valid code entry,
the red indicator turns off. For an invalid code, the red indicator flashes.
With your device on, press CHANNEL UP. If the device responds, no further

I think the problem has nothing to do with your TV. I bet the culprit lies on the setting of your remote control. Maybe you set your remote into a sleep mode. When a TV has set into a sleep mode. It's power on light is still red but doesn't work. So all you've got to do is keep pressing the sleep button. After a few presses, it will definitely work. Normally all sanyo kits have two remote acces codes. One is Press Sleep Button on the remote handet and Menu button on the front panel of the TV simoultaneously.
Second is a tricky one.
Press Volume+/Vol_ to set the volume level to zero and press 'REP' on the remote control hanset aln loosen.
Keep pressing Vol+/Vol_ on the unit and press 'REP' on the remote control again.
Factory status will be displayed.
This is the service mode. You can adjust the parameters with the help of programe and volume control buttons.
To exit from the service mode, do the above said three again, unless the chaged parameters will not be stored in memory.
Another method is, if the hanset has a hidden key, usually at the lower side, which seems as a small hole. press it with a small stick to fit, may enter to remote code options.
The following instructions are for the Emerson EWC1303/1903 tv/vcr. That's the closest match I could find to the Spongebob Squarepants 13' TV If it's actually in Sleep mode, do the following:
TO CANCEL THE SLEEP TIMER Press the WAKE UP/SLEEP button on the remote control until “SLEEP TIMER” appears. To view the time left for sleep timer press the WAKE UP/SLEEP button twice, then press the MENU button on the remote control to exit the sleep timer setting
If unsuccessful, try unplugging the TV for 1/2 hour, then plug it in and try turning it back on either manually or with the remote. Either of these should solve your problem. Best of luck to you!
First try to access the sleep timer menu from the controls on the TV to verify the TV is working.
If that works then the remote has the problem. Now try this; Step 1- Pull the batteries out of the remote and leave them out until Step 4. Step 2- Press and release each and every button one at a time on the remote control until every button has been pressed and released at least once! Step 3- If your remote has slide switches, you must move the switch to each position then repeat the button pushing in Step 2. (When you're done, be sure to put the slide switch in the correct position to operate the unit the remote came with!) Step 4- Put the batteries back into the remote, being very careful to install them correctly. New batteries should be used if you're not sure about the old ones. If this does not work, then you may need a new remote unit.
