In the LCD1830 the inverter for the backlight always burns out. They are fairly easy to replace when you remove the back to get inside. A new one is available from MoniServ for $69.99. http://www.lcdpart.com/Products/uhp061104mss.html

I had a similar problem with a NEC LCD1935, and I traced it to the inverter board which was a Lien Chang LI-2190 ... it seems that common problems with this type of board are bad solder joints due to the temp. cycling, or blown capacitors, but I was too lazy to resolder everything so I just disconnected the BL signal line that goes between the main board and the inverter board, and this solved the problem. In my display it was a green line, marked BL on the inverter board -- I removed it from the connector and just taped it off. I'm guessing that this is a blanking signal that the invertor uses to signal to the main board there is an overcurrent situation and that the display should be blanked/shutdown.
I'm certain that there are still problems with the inverter and it might go again, but at least I have a working monitor for the time being.
Caveat emptor.

This is the common bad capacitor problem. The caps have died inside, and they can be replaced. If you have basic electronics skills, you can go in, order replacement caps, and unsolder and resolder. If you can't do it yourself, you can take it into a shop.
Here is a link to the Cap plague that explains what happens in detail. But I repair these all the time with that symptom.

You have to install the nec driver for this monitor. I have the same monitor. Im looking for the driver now. There are 2 versions of this monitor with the same model # . You will need to find the driver to the touchscreen model.
