Completely dead batteries may cause the charger to not see any load and it wont charge them. The way around this is to put the battery on the charger with the charger unplugged. Then plug in the charger and check the lights. Keep unplugging and plugging in the charger till it catches up and stays on.
Check the charging relay if working. You can find it in the fuse box which is either in the engine compartment or under the dashboard on the drivers side legroom.

It may be worth checking the battery itself, charge it off the bike, leave for 24hrs. Reconnect to the charger and check that the reading was the same as when you charged it. If it takes another top-up charge, the battery maybe at fault.
same thing to me but not off ebay when i first bought my 7100t all it would do was show an hourglass but i never used it for a month then i charged it then it worked fine
