Hi,
To confirmed if the remote control is working fine, aim the remote control sensor(IR emitter) directly to your cellphone camera. While pressing any button key on the remote control, you can see the flash of an infrared emitted by the remote control if it is working fine.
If you've confirmed that the remote control emitted an infrared but still the tv won't communicate with it, this is an indication of faulty IR sensor board of the TV. Check if there's an obstruction from the IR receiver in front. Keep away all of it, clean the plastic window of the IR receiver with soft clean cloth.
If the symptoms still persist, you have to replace the IR sensor board. Check the actual part no. of the board before ordering.
Hope I helped you.
Have a nice day!

You should test a couple of things. If you have a fairly good dmm (digital multi-meter) or like analog meter set it for continuity. Test F860 a small 5 amp pico fuse for open. If open suspect Q801, Toshiba p/n# 23906253. Replace it and the pico fuse.
If nothing open there next test F470 a 3 amp pico for open. If open replace it and the horizontal output transistor 2sd2553, Toshiba p/n# 23314955 and Z450, your voltage divider, Toshiba p/n# 24082877 or its generic equivilent Tpa5007bh. Also replace D478 off the base of Q470 for good measure. D478 is a 30v zener diode.
If you have any trouble with what I've written here print it out and find a good shop. They'll easily understand what I've outlined here and it will better help them in testing and determining the problem.
Small dog or large==coincidental/unrelated to
problem!General service includes some very precise soldering==requires chassis pull.
One or more micro-fuses will be bad and STK
IC's should be replaced.Alignment in servicer
menu may be needed after repair completed.
Possible problems:
* The TV set may be unplugged.
* A fuse or circuit breaker may be blown or switched off.
* The remote control unit (RCU) may be disabled.
Solutions:
* Make sure the TV/VCR are plugged in and the wall switch is on.
* Check the fuse or circuit breaker. Test the outlet with a lamp.
* Replace the RCU's batteries: if this fails exchange the unit.
