Not sure what year this tv is, but I had some where the tuner was bad and would be stuck on video. The only way is replacing the tuner. Or you may want to try hooking up a vcr into the video audio jacks and run the channels from the vcr it may work yet.

you should have a menu button on the
frount of the tv press it and then select
with the (ch up) (ch dn) to highlight the
input/sorce or ant select with the enter
button then (ch up ) ( ch dn) highlight
video 1 or 2 press enter .

It seems to me that you have only got one set of RCA Cablec between the TV and VCR ( from VCR Video out to TV Video In), as such the VCR only works in playback mode, you need a second set of RCA cables (from TV Video Out to VCR Video In) then select the appropriate input (Video) for the VCR. make sure to follow the colour coding on the RCA plug / socket arrangement
how is the 200 volt supply to the video output transistors??
measure the collector voltage of the video output transistors with the crt board on and off the crt. if voltage goes up when crt board is off then crt shorted

There is a picture of the remote. You have to press TV/AV button on this remote to switch to the video mode. Good Luck
