No, there is a problem with the check valve . the check valve is allowing the unit to start with a load on it . replace the check valve it will fix the problem

If the unloading valve trips , which i think is the safety valve that tells me the compressor is pumping up past its maximum allowed pressure. that black switch should be the overload switch. check the amps of the wires going to the motor while its running and then look at the name plate of the motor to see the maximum amount of amps that the motor is allowed to draw.

you have air leaking back to the cylinder which means when it goes on the compression stroke the air in the tanks have gone in to the cylinder and this makes it hard for the piston to go up on the tank from the pump is a pipe that leads into a gold non return valve this has a rubber ring and a spring inside take this out and turnit over then try this obviously draining the tank if this doesnt help check the oil level and if thats ok your motor must be seizing up on bearings get back to me buddy

Most likely the start capacitor is defective or the motor has internal problems. would advise having it checked at a motor repair shop.

Bill, is the unloader really dumping the head presure?
I think your start capacitors are done. Are you running this on 110 or 220? (I say this because of the dual rating you provided)
Remove the capacitors and take them to a electric supply house. Tell them what you told me and they will get you the parts you need.
Remember these things store dangerous amounts of electricity.
